A settlement agent is the person or company that conducts the closing and handles the closing documents and funds. Closing agent is a common synonym. Escrow agent can mean the same closing role, and it is not the escrow account.
In plain English
Someone has to collect signatures, follow the closing instructions, and move the money. That person or company is the settlement agent. The agent may work at a title company, a law office, or an escrow company. The title-insurance policy is a product. The settlement agent is the closing role.

Why it matters
Borrowers hear escrow and think of the tax-and-insurance account. In some markets escrow agent means the closer.
