Nationwide Multistate Licensing System & Registry (NMLS)

Think of NMLS as shared infrastructure. Companies and individuals submit filings through it. Participating regulators decide whether a license or registration is approved. Saying someone has “an NMLS license” as if the system issued the license misstates who has legal authority. NMLS Consumer Access is a separate public website with a subset of information, so a consumer can check whether a company or professional is authorized in a state. An NMLS ID is a number assigned to a company, branch, or individual record in the system. Being “in NMLS” is not the same as every authority being currently active. Not every mortgage company is regulated the same way. Some firms are state-licensed through NMLS; some depository institutions and their originators follow federal registration.

Official NMLS materials describe the system as the system of record for non-depository licensing or registration in participating jurisdictions, and also as the system of record for certain federal registrations. They state that NMLS itself does not grant or deny license authority. An NMLS Unique Identifier is permanently assigned when a record is created and is described as valid only after a state license (or denial) or federal registration is issued. Consumer Access is a stand-alone public site.

Profiles will show NMLS identifiers and licensing context. If the system, the ID, and the public site are treated as one object, readers will think a number is a license or that a lookup page is the regulator.

A consumer types a company’s NMLS ID into Consumer Access to see listed authorizations. That search uses the public site and the identifier. It is not NMLS granting a license, and it does not prove every listed authority is currently active without reading the record.

NMLS is a filing and record system for participating regulators. A record or identifier is not, by itself, proof that every license or registration is active, and NMLS is not the agency that issues the authority.
