Definition

Homebuyer education is counseling or coursework that helps a buyer understand the purchase and mortgage process. It is often delivered by a HUD-approved counseling agency, but the education idea is not the same as the counselor identity.

Some programs ask a buyer to complete a class or counseling session before using assistance or a special loan. That preparation is homebuyer education. A HUD-approved counselor is a person or agency authorized to provide housing counseling. Education is the activity. The counselor is the provider.

CFPB’s HUD key-terms heading states that HUD trains and sponsors housing counselors and that a HUD-approved agency can provide homebuyer counseling. That official heading is PRIMARY for the education activity.
