The CFPB says the Loan Estimate is the place to see which required closing services you can shop. Those services appear in Section C on page 2. Closing services are also called settlement services.
When the lender issues the Loan Estimate, it must give a written list of closing-service providers. You may be able to use a company that is not on that list if the lender agrees to work with that provider.
A Loan Estimate is not used for reverse mortgages, HELOCs, manufactured-housing or mobile-home loans that are not secured by real estate, or certain assistance-program subordinate loans. Those products use Truth-in-Lending disclosures. On a reverse-mortgage Good Faith Estimate, shoppable services often appear in Block 6, and borrowers can usually choose the settlement agent, title services, and homeowners-insurance agent as the form indicates.
